Stubble burning: CAQM empowers DMs to take legal action against lax officials

The Centre’s Fee for Air High quality Administration (CAQM) has empowered district magistrates to take authorized motion towards officers failing to implement restrictions on stubble burning in Delhi, Punjab, Haryana and the NCR areas of Uttar Pradesh and Rajasthan.

The CAQM, a statutory physique tasked with getting ready methods to curb air air pollution in Delhi-NCR, stated 267 stubble-burning incidents have been reported in Punjab and 187 in Haryana between September 15 and October 9.

CAQM authorizes DCs/ DMs in Punjab, Haryana, NCR areas of Rajasthan / UP and Delhi to provoke acceptable motion for prosecution of officers, beneath part 14 of CAQM Act, for ineffective management on paddy stubble burning.

“Bearing in mind the present state of affairs and to make sure efficient implementation of the motion plans on the discipline stage, the CAQM has authorised deputy commissioners/district collectors/district magistrates in Punjab, Haryana, Delhi and NCR areas of Rajasthan and Uttar Pradesh to file a grievance/prosecution earlier than jurisdictional judicial Justice of the Peace in case of inaction in respect of officers, together with nodal officers and supervisory officers and station home officers, liable for efficient enforcement in direction of guaranteeing elimination of paddy stubble burning of their respective jurisdiction,” an announcement stated.

The CAQM has additionally requested district administrations and state governments to remain alert in the course of the harvest season.

It has deployed 26 central groups to key districts in Punjab and Haryana to assist native authorities use all out there assets to handle stubble. A particular cell has additionally been arrange in Chandigarh to observe these efforts carefully.
