India’s DGTR initiates anti-dumping probe on solar, mobile imports from China; glass from Malaysia, Indonesia

The Directorate Basic of Commerce Treatments, below the Commerce Ministry, has initiated anti-dumping investigations into imports of photo voltaic encapsulants and cell covers from China after complaints from home producers.

The Commerce Ministry’s arm DGTR has initiated an anti-dumping probe into the import of a photo voltaic element and cell covers from China, following complaints by RenewSys India and All India Cellular Cowl Producer Affiliation.

The applicant has alleged that the business is impacted as a result of dumped imports of “Photo voltaic Encapsulants, excluding EVA Encapsulants” from China.

The merchandise is used within the manufacturing of photo voltaic PV modules.

“The authority, hereby, initiates an anti-dumping investigation to find out the existence, diploma and impact of the dumping,” DGTR mentioned in a notification on Monday.

Anti-dumping responsibility might comply with if harm confirmed

Whether it is established that the dumping has brought about materials harm to home gamers, the DGTR would advocate the imposition of the levy on imports.

The finance ministry takes the ultimate determination to impose duties.

In a separate notification, the DGTR mentioned it has additionally initiated a countervailing responsibility investigation regarding imports of “Clear Float Glass” imported from Malaysia and Indonesia.

An utility on this regard has been filed by Sisecam Flat Glass India Pvt Ltd, Gold Plus Glass Trade, Gold Plus Float Glass, and Saint-Gobain India.

These candidates have requested the investigations.

“The Authority finds that there’s prima facie proof of the existence of countervailable subsidies on manufacturing and export of the topic items within the topic nation and such subsidised imports are inflicting materials harm to the home business by way of their quantity and worth results,” it mentioned.

“The Authority hereby initiates an anti-subsidy investigation into the alleged subsidisation and consequent materials harm to the home business…to find out the existence, diploma, and impact of alleged subsidies and to advocate the quantity of anti-subsidy/ countervailing, which, if levied, could be satisfactory to take away the harm to the home business,” it added.
